The first step, getting a resolution for the proposed separate state passed by the Andhra Assembly, itself will be dragged out.

Especially since 93 MLAs resigned en masse yesterday. However, this is not mandatory Parliament suo moto can take up the issue through a direction from the President.

But even getting the Parliament to clear a Bill in this regard that too with two-thirds majority of the total members present and voting could be difficult.

The reason for this, say sources, is that apart from Telangana, the Union Home Ministry is sitting on requests for creation of nine other new states (see box).

After Parliament approval, begins the complex issue of the physical formation of the state drawing of the boundary, setting up of IAS-IPS cadres, revenue sharing, transfer of funds, setting up a new high court and infrastructure such as setting up new office buildings.
